Oeganda: Parlement neemt nieuwe narcoticawet aan die medisch gebruik van cannabis toestaat
Het parlement heeft de Narcotics and Psychotropic Substances (Control) Bill, 2023 aangenomen, die het kweken en gebruiken van cannabis onder licentie uitsluitend voor medisch gebruik toestaat en strenge straffen oplegt voor een groot aantal overtredingen die verband houden met misbruik van verdovende middelen.
Het wetsvoorstel volgt op drie slopende zittingen waarin de leden van het parlement langdurig hebben beraadslaagd over de bepalingen. Als de president instemt met clausule 1, is het wetsvoorstel onmiddellijk uitvoerbaar, in wat de voorzitter van de commissie voor defensie en binnenlandse zaken, Hon. Wilson Kajwengye, zei dat het dringend noodzakelijk was om de mazen in de regelgeving voor verdovende middelen en psychotrope stoffen te dichten. “De commissie stelt dat alle licenties en vergunningen die onder deze wet worden uitgegeven centraal moeten worden uitgegeven door het ministerie dat verantwoordelijk is voor Gezondheid, omdat de toestemming om verdovende middelen en psychotrope stoffen te gebruiken beperkt is tot alleen medische doeleinden; het ministerie van Binnenlandse Zaken moet de handhavingsinstantie van de regering blijven,” zei hij.

Uganda: Parliament passes a new narcotics law allowing the medical use of cannabis
Parliament has passed the Narcotics and Psychotropic Substances (Control) Bill, 2023 which now allows the licenced farming and use of cannabis strictly for medical use, and sets harsh penalties for a multitude of offences related to substances abuse.
The bill follows three grueling sittings in which Members of Parliament had lengthy deliberations on its provisions. If assented to by the President, Clause 1 gives the Bill an immediate enforceability, in what the Chairperson of the Committee on Defence and Internal Affairs, Hon. Wilson Kajwengye, said was the urgency to plug loopholes in the regulation of narcotics and psychotropic substances. “The committee posits that all licences and permits to be issued under this Act should centrally be issued by the Ministry responsible for Health since the permission to use narcotic drugs and psychotropic substances is restricted to only medical purposes; the Ministry of Internal Affairs should remain the enforcement arm of the Government,” he said.
